Key Dates for the 2024 election
Last Day to register to vote in General Election: October 21, 2024
Last Day to Vote in person with a mail-in ballot is 5 pm October 29th. Locations vary by county. County specific information or check vote.pa
Last Day to Request Mail In or Absentee Ballot: Application must be received by 5 pm on 10/29/2024
Election Day: for General Election11/5/2024, Polls are open 7am to 8pm
How To Vote By Mail
Any registered voter may apply for a mail-in ballot. No reason is required
Each county makes the decision when to mail ballots, it can be as early as 9/20 but generally is early to mid October.
The completed application must be received in the county office by 5:00 PM 10/29/2024 for General Election.
If someone misses the deadline to apply for a mail-in or absentee ballot, in emergency situations, one can request an Emergency Absentee Ballot after 5pm on the Tuesday before the election. The deadline to submit the emergency absentee ballot is 8pm on Election Day Here is the LINK to learn more about the application, completing the application and returning the mail-in ballot.
How To Complete A Mail-In Ballot
Read the instructions carefully. Complete front and back of each page
Seal the ballot in the secrecy envelope and DO NOT mark on this envelope
Place the secrecy envelope (which now contains the ballot) into the outer envelope
Sign the declaration on the outside of the outer envelope
Be sure to enter the date correctly where indicated on the outer envelope

The PA Supreme Court has ruled that a voter who has errors in any of these steps is permitted to cast a provisional ballot.
How To Return A Mail-in Ballot
The deadline to return a mail-in ballot is 8:00 PM on 11/5/2024
Using the return envelope supplied with your ballot, make sure you use the proper postage (if needed) and that it arrives at your county election board by 8 pm on election day.
Postmarks do not count.

Where Are the Drop Boxes?
Some counties are providing drop-boxes for mail ballots.
Only the voter can return their voted ballot (unless they have established a designated agent).
Voted ballots may also be returned at the county election office or satellite election office.
Vote.pa will provide an updated list of dropboxes as soon as the locations have been finalized
What is the voting status in PA of those who have been incarcerated or convicted of a felony?
If someone is out of prison, then can vote but need to re-register
If currently incarcerated, they cannot vote.
What if the voter requested a mail-in or absentee ballot, but did not receive a ballot, lost the ballot, the ballot was canceled, or the voter changed their mind, and the voter wants to vote in person?If the voter already submitted a mail-in or absentee ballot, they cannot vote at their polling place on Election Day, unless that ballot has been canceled due to an error.
If the voter got a notice (by postcard, email or phone) that their ballot was canceled, or the ballot checker website notes their ballot has been canceled, the voter can vote in person on election day at their designated polling location. The voter must sign an affidavit and then will vote with a provisional ballot
If the voter did not return their mail-in ballot and wants to vote in person, there are 2 options:
The voter should bring their ballot and pre-addressed outer return envelope to their polling place to be voided. After the voter surrenders their ballot and envelope and signs a declaration, they can then vote a regular ballot.
If the voter doesn't have their ballot and return envelope, they can only vote by provisional ballot at their polling location. The county election board will then verify that the voter did not vote by mail before counting the provisional ballot.
Emergency ballot applications
In emergency situations (such as an unexpected illness, disability or last-minute absence from a municipality), the voter can request an emergency absentee ballot after 5 pm on the Tuesday before the election.
The deadline to submit the emergency absentee ballot application to the county election office is 8 pm on Election Day.
Designated agents
If the voter has a disability that prevents them from applying in person for a mail ballot or delivering the mail ballot, they may designate an agent to deliver their ballot. The voter must designate someone in writing using the Authorize a Designated Agent Form or a form provided by their county.

No one can be removed from any voter list after 8/8/2024. Voters can take a photo of their voter registration status on 8/9/2024 to have documentation if challenged.

How to make sure photographed signatures for online registration get accepted:
When people take a photo of their signature with a smartphone and upload it to the state’s registration page, it will be rejected if the photo image of the signature is in HEIC format, the default for many iPhones. (The state site only recognizes jpg format.)
The solution is to have the QR code link to online registration through vote.pa or pavoteforchange.com. These sites will ensure that the correct format is submitted to the state. (You can also convert a file to jpeg for free at Zamzar.com.)
